From my trials the phone gets switched on just before the girl starts her shift. So if she starts at 6pm then the phone agent turns it on say about 1 hour or 2 hours or maybe more before the shift to allow the early bookings.

Yes that's poor form. Will cost you loss of income. To cancel at the time he was supposed to be there, is just rude.
