To play devils advocate,
They were arrested for urinating in public, flashing and possession of three different illegal drugs,it appears to me that the twerking did nothing more than draw attention to themselves. I'm pretty sure that's the point of twerking.
In a civilised society, I would hope that three junkies driving around the city exposing themselves would be arrested, but that's just me.
