spent 2 hours reading the Sex Services Amendment Bill 2007 this evening.
If you wish to update your knwledge you will also have to read and understand tha Prostitution Act 2000
Overall I think the government have done a very efficient job and have garned a very good understanding of the sex industry in general.
There were a few matters of concern, that I felt went to far and will disadvantage the business's and give the private operators a unfair advantage.But then again private operators will have some disadvantages also. like not been able to work from hotels or motels that hold liquor liscenses.
I will list them individually as separate posts.
 
I am contacting all the owners of Perth establishments so they can be involved in this discussion regarding our new laws.
All the industry will be effected and now is the time to have your say before they appoint a board, so that the general view can be taken into account.
I urge all owners and workers to read the laws, do not take my interpration as gospel, it is the way it reads to me as an individual.

Is there a "bullet point" interpretation of the WA laws for an escort service. I have read some of the legislation and it is confusing!

ok, I've had a read and not much the wiser. A lot of rewording of the 2000 bill seems to be taking place.

I've heard so many different stories I'd like to know what is the official Lib position as of today. Who to ask?

I wouldn't lose a lot of sleep over this.

I believe the Libs have too thin a majority in Parliament to risk usetting the religious lobby or anyone else by passing any laws legalising the sex industry. They are walking on eggs around all the touchy subjects and this one is just too hot to handle at the moment. They will waffle around and stall and probably delay it to death or at least until the next election.

Even if the laws get passed the Police will probably be too undermanned to do anything effective in the way of enforcing them so it will be business as usual for the forseeable future.
 
yes, it's legit. If you want clrification on the laws, walk into a police station and ask. it's also great for a giggle.

This thread was started in 2008 when Labour were trying to get the Green Bill passed. It failed.
At the moment the Libs say it is back on the agenda. This time around I intend to take a backward seat in the push for legislation. One I have done 25 years of campaigning with very little help from my co-workers and secondly I am now a little older and wiser and intend to just enjoy whatever I do.
At present it is not illegal to keep premises for the purpose of nor is it illegal to live of the earnings.
The actual sex act has never been illegal, and a ruling 40 years in favour of a private girl has made privates living out of their own apartments (meaning the must live and work in the same apartment) is not illegal.
The first two laws are still on the books so while it is not illegal it is also not legal, as these have never been formerly changed.
Whatever the new law I will work within the new system, as I am lucky enough to be the last official containment madam.
Containment was an issued instruction of the government of the day to the police to administer. This right can never be taken away from myself or the other four owners that bought a containment premises that had to undergo a police approval system before purchase.
The only way we could lose these rights is to break a containment commandment.
One would be employing underage workers, another forcing someone to work in the industry against their will, and lastly allowing drugs intentionally on their premises.

I was also very lucky when I opened Langtrees in Burswood RD. The police union who were my immediate neighbours in those days complained to the council. Whilst the rooms were deemed as office zoning therefore allowed under the permitted use. Low and Behold the lounge was deemed to be under a warehouse zoning. (The building had once been a chocolate Factory)
With the assistance of Perth City Council I was able to seek a special one of use zoning and had my buildings zoned "A Adult Entertainment Centre"
This took three years and considerable $$$ from memory
Personally now that Burswood Rd has been zoned for High Rise with a mixture of Commercial and Residential use, I believe in five to ten years the business should be relocated. We will have to see how the new youthful team of Langtrees management personnel perform over the next few years, as relocation would be a very expensive exercise.
I hope the young privates and all the new Madams get together and are effectively able soften the edges of the new purposed legislation so that a decent fair playing field is established for all.
 
I have been hearing about various governments and legislation since 1974, there was even a royal commission at one stage and still nothing was legislated
only the so called containment policy evolved but with no documention that explained exactly what containment was!
I am all for some real legislation but things like fingerprinting working girls is a
joke, thats for criminals although some of us already have been fingerprinted and treated like criminals thanks to the wishy washy system that we have had over the years!
Keeping premises away from schools and churches is fine and helping girls to get of the Industry is very noble but how do they plan on doing this????
What sort of funding is available for this and what alternatives are they proposing?
I will be watching all of this with great interest.
 
One big advantage the industry has is the number of judges, coppers and, probably politicians who are closet punters. I'll bet most madams could name a few names which would raise eyebrows if they became public. Look for lots of niggling sabotage along the way for these laws.
 
If finger-printing becomes mandatory, there will be a mass exodus of W/L's from the sex industry. I don't know of one girl who will continue working under the proposed new laws.

Everyone looses - punters won't have the same variety of girls to choose from, girls will be forced to quit jobs that pay for their education etc., and the tax department earns less than they would've had the government allowed the girls to remain anonymous.

So boys, better get your fill of your favourite girls whilst you still can!!!

Cynical perhaps but,

I smell the influence of the established houses.
Laughfing all the way to the bank the will be when the Privates are take out of the market.
Then with a huge pool of potential employees to choose from you can bet the split will swing more in favour of the house.
Perhaps legislation to fix the split would go a long way to stop exploitation.

It makes me wonder why so many people voted for Barnett who is a has-been who was going to retire, he should of.

That's why some body ends up in hospital nearly every week end. From being bashed usually in North-bridge.

Those laws that were brought in certainly haven't done much.

Your wrong there happy times our Premier has a working majority with out the support of the member for Fremantle .
Its the Nat's and 4 independents (3 lib+ one labor ) Col relies on.

It would appear that the proposed laws will be a corrupt tool for the police to use to Fit someone they suspect but can not get hard evidence on.

The mark is picked up by a young lady and he takes her to a location to do the deed.

Register all Australian prostitutes. That would be a great move. Police need to crackdown on the illegal sex trade. Women and children are trafficked all around the world by criminal organisations. Global sex trade is a trillion dollar annual business.

Illegal immigrants working need to show passports and visa status. If not legitimate. Send them back to where they came. Asian massage parlous/brothels are popping up in every suburb on almost every Perth street. Time for Police to get tough on illegal sex trade in Perth. Asian brothels are even opening up next to schools and undesirables frequent the area. The punters of illegal sex shops are shady characters.

I believe Sex workers should be registered and electronically collared to keep them safe. The government needs to ensure they are paying taxes and not cheating Social Security system. Illegal sex workers need to be under police scrutiny to keep the sex workers safe and secure. Crackdown on illegal sex trade is needed. Most sex workers are often under the influence of drugs and they are property of under world figures. It is time for the government to get tough on crime.

Legal sex trade business turnover is adversely impacted by the illegal sex trade taking over the sex trade market.

Anyway the punters need to be kept away from illegal sex workers. Prosecute the punters and the illegal sex trade will slow down or go underground. Out of sight and out of mind.

Illegal sex trade adversely impacts on Legal sex trade. Register all prostitutes. They want human rights/workers rights and respect. Time for them to pay for licenses and be registered as sex workers.

Engineers, teachers, lawyers, doctors, nurses, tradies and many other professions are registered and they pay taxes. Sex workers should be registered and pay taxes.

New WA sex laws needs to crackdown on illegal sex trade workers. Police can use their extra powers to strip search sex workers.
