I think council problems. Did you know a lot of guys go around to the massage parlous and pretend to be from the council, asking questions like to you do full service.
Everyone should ask for a business card as council officers cannot visit a massage parlour unless they have a complaint in writing, and they need to write to the parlour first.
Councils will not send someone in to check. Work safety will if they get a complaint in writing, but they always travel in pairs.

Hi, what is the reason a person would pose as a council officer? What are they trying to achieve?

I know of a massage parlour in the south east of Perth which recently had a visit by the council followed up by a letter warning them off from offering sexual services. They cited a number of planning regulations which were being violated should they offer these, and the maximum fines ($20,000) should they breach the regulations. I read the letter which was definitely from the local council (headed paper, contact details, etc.).
I won't name the council or the establishment on an open forum, but I know the owner reasonably well and would be interested in any comments or advice on this.
 
If you breach the planning regulations the fine is max $500,000 and $2,500,000 if your a company (Pty Ltd). These laws have the highest fines of anything in WA. I had this confirmed in writing by my lawyer. Offering sexual services is another story and is not as hard to prove as you might think.

They ramp up from one conviction to the next so you start at say $20k then the next will be $50k and so on. They also can fine the building owner, the tenant, the manager and any or all of the workers the same amount, but they generally go after the owner and tenant as they have the money.

My understanding is that unless you have a brothel licence, and even then there is no "real" protection, you cannot offer sexual services, which include body slides, hand relief and of course FS and oral. The number of massage parlours about means its hard for the council to keep up, but one complaint from your neighbour, the school down the road, an irate mother or the God squad and the council has to act.

You don't see many that go to court beating the system, so you have to assume once they serve you, start saving big style.

Please don't take this as any more than stating the facts which I have had to investigate and have paid a lot of money to have clarified. I am not trying to scare monger....the chances of a punter getting more than embarrassed are extremely small.

Thus the change to two part payment - room fee unlinked to what happens in the room and a payment to the girl as a sole trader because of the curious way the WA legislation works for sexual services which defines prostitution as

When this Act refers to prostitution it means prostitution in which payment is consideration for the sexual stimulation of a person (the client) by means of physical contact between the client and another person (the prostitute), or between either of them and anything controlled by or emanating from the other, and it is irrelevant whether payment is in money or any other form.​

So it looks like there may be a general clampdown going on across the city. Also, working from a private apartment rather than commercial premises would not seem to offer legal protection from these planning regulations. Personally I would not have let these people into my residence let alone answer their questions.
 
I don't think you can stop them coming into a general entry and it's only a matter of time before there is a major clamp down as people are setting up everywhere and the neighbours must be wondering. The threats are real and they will be on all parties involved.
 
I quite often see the the workers in adjoining shops looking when you go in to an AMP and wonder how much longer before they complain.

I believe most authorities just don't want to chase it up because of the hassles

So does this planning preclusion apply to any "work from home" situation? Say bye bye to Tupperware and Avon ladies then as well.

It may only apply to sex work where there are quite severe penalties relating to working in a public place or a place where a minor is or may be present.

Mike, have you come across an establishment with a two-part payment fee like you describe? I have to say I haven't come across one in Perth. Are you suggesting such a system would get around the restrictions on operating a brothel without a license?
I have come across this system used in other countries though. Hong Kong springs to mind.
 
We have the 2 part system at Wink, but it certainly is not to get round the product offering issue, it is to do with GST

You would think there are more important things to worry about than lodge complaints with Council or the police as to the comings and goings of people at a business or a private residence.

Yep just watched a programme on tv about this - amazingly they are still arguing whether its better working conditions for the ladies rather than pre-legalisation and the mega-brothels provide on-site accommodation for the w'l's. Duh???
