I heard of some people got tattoo in bali then tested HIV positive after that. Also apparently the ink that you are injected with is toxic?
 
I have a relative who loves his ink and gets it done in Bali regularly but always by the same artist at the same place.

If you must get ink the rules are the same wherever you are:

Ask for recommendations from people you trust to find a good clinic/tattooist.
Look over the place. Is it clean to the point of being sterile?
Is the tattooist wearing clean clothing, preferably medical style scrubs and gloves which are changed after each client?
is all the equipment visible and sterile?
Does the place smell of disinfectant rather than sweat and B.O.?
Can you see genuine examples of their work?
Are you sober and do you really want this tatt?

There is always a possibility of something going wrong with any medical procedure but you can minimise the risks by careful enquiries and checking out the venue thoroughly.
