Should Kiwi's be allowed to live and work in Australia under existing arrangements?

Being a ex Kiwi now Australian I have to agree that a more formal arrangement should be made. Very few Kiwis ever change their citizenship and do not vote or contribute to Australia.
 
Depends what that arrangement is and as long as Kiwi's remember when in Rome do as the Romans do.
