Forget every other place in the world and head to Pattaya. We'll pre Covid anyway.
Cheap or upmarket hotels on the beach and everything a guy could ask for. Pattaya is a city of hookers, everywhere, along the main beach, soapy hotels, walking street and streets full of bars, massage spas and GoGos. Heaven.

Not anymore it isn't. I've been viewing videos on YouTube made by British expats who live in Pattaya. Bars etc have to stop selling alcohol at 9pm, clubs close at midnight and the Governor of Pattaya has now put in place that everybody who visits any restaurant/bar/club must get a RAT (Rapid Antigen Test) on arrival. If you test positive to the RAT, the establishment must then immediately ring for an ambulance to take you to a medi-hotel where you have stay at your expense until you receive a negative test. To visit Thailand you must now take out compulsory travel insurance for at least $50,000USD. But if your asymptomatic, the travel insurance won't cover you for your stay in the medi-hotel. They will only cover you if you end up in hospital in ICU. These expats have now resorted to carrying round a used RAT test in their pocket and claiming that they took the test earlier that day, if challenged they then just walk away and try another bar. A lot of the go-go bars have now closed or for the time being converted to restaurants to try and stifle the ever increasing police presence that is patrolling the nightspots.

Changing all the time in patraya. Bar open Bars lose St different times. Waking st has had some sea side bars demolished but that could mean new hotels and markets which also seem to be newly built and going ok.
