How to Edit Posts

I usually make a botch of any post and then like to edit it almost immediately (to clear up spelling mistakes, express an idea more clearly, remove any unintended rudeness etc).
I notice that it some threads there is an edit button, but in other threads there isn't. Is there a reason for that?
 
I am also confused. I thought edit is possible before. But cannot edit or delete, if mistake?
