The answer is man C. This is assuming the hats are as the picture shows.

If D saw 2 of the same colour hat, he would know his hat was the other colour and yell out. But D doesn't yell out cos he sees 1 black and 1 white - he doesn't know.

C understands this, so when he doesn't hear D yell out, that must mean D sees 1 of each colour. So C must be wearing a hat the opposite colour to what he can see (hat worn by B).

This one is a little more complicated
This builds a bit on the last problem. And I hope I got it.

You tell the guards your hat is white.

First of all, if any of you see 2 black hats, that person would tell the guards your hat is white, as thats the only option. But none of you do this.

This means theres either 1 black hat, or no black hats (i.e. all white hats). After you all stare at each other with no one telling straight away, you all realise that there may be 1 black hat. If anyone saw it, they would stand up and say their hat is white. But your friends don't do this. They just sit there. This is because they see you have a white hat (not a black one), so they could be wearing a black hat. After a while, everyone isnt doing anything so no one can be seeing a black hat at all.

Person D calls out. He can see B and C in front of him (I think)
It is actually person C. Person D sees two different coloured hats so can not tell which hat he is wearing. Person C can see that person B has a white hat and so if he also had a white hat he would know that person D would call out that he had a black hat. Person D does not call out so person C knows he has a hat a different colout to B therefore a black hat.
