I've only ever had a BJ with a condom on so I'm not sure if that reduces the sensation or maybe it's just me but the feeling really seems to come from the firmness inside her mouth more than lips.

Physically, I don't think sexy lips make any difference to the quality of a blow job - HOWEVER - a large part of the joy of sex is a "mind thing" and if in ones mind one perceives ones partners lips to be super sexy, I believe it will improve the sexual experience (in ones mind anyway).

Agree, lip plumpage is less important for fellatio than it is for kissing -- full lips there are a definite plus.
