Do you recieve a better tease with or Without undies on.

Just wondering what a tease is like if you wear undies, perhaps its better with them knowing you will need to take them off for extras? I think the only time i wore undies was my first ever visit in 2016 and cant remember the experience that well. Ive noticed some comments about shops asking you to put your undies on but then doing an amazing tease? How so? Are they going under the undies or is the touch outside of the clothing almost as sensual. Or perhaps there is more touching with undies on as the lady prefers it?
Id love to try it if people think the teasing is better with undies on.
