If a non registered WL (r&t ), a very popular, NT,lady has a non curable easily transmitted infection, should she have a legal or moral obligation to inform her clients?

If she isn't having sexual intercourse, oral sex, or transferring of body fluids then there shouldn't be a risk of transmission. RnT signifies hand relief.

Oh should have clarified that, yes oral sex,and full service, at times as posted here ( buy other members as I posted once a reference to this service, but never used).
Oral sex with no protection and has been discussed intercourse in escort roles with nil protection.
A large number of AMP up there say only HR but do offer full service.

Legally, unless you are having unprotected sex and she is HIV positive there is no obligation for her to tell you. However, I don't morally think she should be working with transmissible infection. That is one reason why Langtrees is such a great place to visit. It is the only parlour in Perth that I am aware of that mandates that girls bring in their health certificate on a regular basis. We are not even allowed to be on the floor if we do not have a valid health certificate, and the policy is very strict. I am not sure why this isn't the case everywhere as it is just a good business model to follow. It isn't good for the clients or the girls, or even the business to not require a valid health certificate from the girls. This is just another great reason to come to Langtrees ;)

Not to divert this discussion but it does remind me that when I've gone for my check-up in the ACT, they say they do not test for herpes or genital warts because it is so common in the general population that there is a high likelihood you already either have it or have been exposed to it.

Is it the same everywhere?

If this WL has something like that, even if it may not be as serious as HIV, syphilis, etc., I'd still want to know so I can make an informed decision on whether to proceed or at least modify my activities with her.

least of all its her only form of income and she doesn't have the life skills for anything else.
you might not like it but if its a choice of living off charity or keeping on its a pretty simple choice for some..
if your expecting everyone to look after your best interests. ... ive got a bridge for you

A very intelligent lady, above average looks, too smart maybe, so no pity required. But understand that some ladies have no or little options.
